Meh, I buy strictly from Canadian vendors. Sure, the prices may not be the best, but I'd prefer some higher priced local shops over a walmart on every corner. Just a personal thing really, try to do it with most things I buy.
If that's per wick I'd say "no". It's not difficult to roll a wick and get it carbon'd up, and without hunting for best prices you can get ~9cm*12cm of #400 for that price (jugheads).

Personally I'd skip the egos and get a mechanical mod (or build one). When the ego dies it's dead, with a mech. you replace the internal battery. If a part breaks there's a good chance you'd be able to do a home repair. Other than that I'd get an RBA or two. No need to stock up on...
I'd guess that the appeal of a mechanical mod is the lack of chips, wire, solder. Less can go wrong when all you have is a battery wired directly to the fitting. I don't have one (yet, have a bolt on the way), but that's the reason why I'm interested in them.
