My math may be wrong so verify it, but wouldn't that be 17 mg/ml. My math was done this way: 2.4% of 33 drops is nicotine or 0.792 drops. 0.792/(33 original drops + 13 new diluent drops) = 1.7% or 17 mg/ml. If this is wrong let me know so I don't screw up my own calculations while DIYing. :)

I'm not completely against some regulation. For example, a reg. stating that cyanide is strictly prohibited in e-juice is perfectly valid and reasonable imho. What I worry about are the knee-jerk reactions that regulatory agencies are prone to based on a single incident of the worst possible case.
