I'm not sure who would be the best bet for batteries in Israel, but there are lots of battery distributors in Hong Kong. Have you tried a search on eBay? Very cheap prices, but I can't vouch for the sellers (and some of the brands are unfamiliar to me as well!).

Most Li-ion batteries seem to be made in China, so there is probably a cheaper option for you than buying from the US or EU... but to answer your question, I have not had any problems buying batteries here:

I notice you have a low number of posts: do you need help finding the correct battery for your application? I am no battery expert, but there are people on this forum who know quite a lot about them.

This person was recommended on another thread. Prices seem very good for high current protected batteries. Warning the link is to all the batteries he sells, you want High current or IMR and protected. Just ignore the others for e-cig use.
