The flashlight forums may have some reviews, but I'm not aware of any other places to see reviews or independent testing. 18350 is not a popular size battery for vaping purposes, mainly because of its low amp output and lower capacity.
I knooooow, but I cant resist mah hammer =P I've been keeping sensible builds like .7-.8 in it, but I really want to know what the batteries are capible of so I can make the most optimal build

IMHO, the best 18350 battery on the market are the AW IMR 18350. 800 mah capacity with 12 amps CDR. Theoretically you could build down to around 0.5 ohm with this battery and still have a little safe headroom. At that resistance, battery life will suck though.

1.0 ohm = 4.2 amp draw
0.9 ohm = 4.6 amp draw
0.8 ohm = 5.2 amp draw
0.7 ohms = 6 amp draw
0.6 ohms = 7 amp draw
0.5 ohms = 8.4 amp draw
0.4 ohms = 10.5 amp draw
0.3 ohms = 14.0 amp draw
0.2 ohms = 21.0 amp draw
0.1 ohms = 42.0 amp draw
0.0 ohms = dead short = battery goes into thermal runaway

I use loads of 18350's, luv em (I rarely go below .8)
AW's are great ofc, but I also got good results from these:
Tensai 18350 IMR (14A)

Have one of these batteries just because I wanted to shorten up my mech. Battery will work with .5ohm build but battery life is VERY Short. Wasn't watching close one day and I drained it down to 3.0v real quick but it came back nicely.
