When I went searching for a charger and battery, I went straight to the flashlight forums! People are just as passionate about flashlights (ehem sorry, electronic mobile torches) as we are about quitting analogs.
I found that the number one recommended charger on those forums is Pila, as for batteries there are a few good ones. People seem to equally argue between Panasonic and AW IMR.

Buck more than the FT one, but its domestic, and for a few bucks more might as well get the 4 bay one. I purchased one from this seller a while back, had it in a few days, works great for $19.95 /w free shipping.

p.s. this is a relisting from this seller, he previously sold several hundred of the same model at the same price (when i got mine)

I'd suggest shopping at RTD Vapor. The have a nice selection and currently have discounts on Xtar chargers.

+1. Was told good things about the Xtar and so I purchased two, the 6-bay for home use and the 2 bay for all the traveling I do for work. Good prices, currently on sale.......super fast shipping confirmation, just ordered and due in by tomorrow.

Excellent deal isn't it? RTD is a good battery source as well. I have both a VP1 and WP2S... excellent quality and functionality. I also have a Pila IBC that was given to me... another excellent quality product.

Truth be told, I don't believe you can go wrong with Xtar, Pila or Nitecore, as charger brands... so, within that group, buy what ever suits your performance/capacity/price situation and be happy. ;-)
