A stance of "abstinence only" has never worked, and will never work. With anything.
Until such point as all of humanity is put in cages, it's not even a well-reasoned 'wish', no matter what the subject.

"Abstinence only" should be called what it really is: a heavy-handed attempt at criminalizing behavior some vindictive, self-righteous moralizers disapprove of. Banning nicotine and criminalizing its use is more befitting a dictatorial regime, not a democracy.
