510 cisco hv 4.0

Today I received my 1st attys cisco, lr 2 of 2.0 and a 4.0 hv.
the 1st thing I did was to measure the resistance of each one having the lr hv 2.8 and 5.0 (the error of the multimeter is 1.1!)
when I went to use the hv not worked. after checking everything I noticed that the center pin was loose.
someone can tell me the k I do??
