I do not think you can receive PMs yet. Ask some questions about ecigs. When you have 5 non-spam posts or replies and wait about an hour then I think you can send/receive PMs.

Ask some ecig questions. Greet some new members. etc.

And just FYI - if you plan to be a vendor I believe you need to register with ECF as a vendor.
