A question about regulated mods amp draw display.

I asked a question recently about how to know what the amp draw split on two battery regulated mods was.

Now my question is, why does my device read higher amps at lower wattages with lower ohms.

At around .3 ohm it shows almost 20 amps at 100 watts.
At .1 ohm it shows 19 amps for 40 watts.

What does this mean ?
Should I use this rating or the way I learned to calculate the amp draw ?

Note that the amps are shown at the atomizer, not at the battery. It therefore doesn't say anything about the actual amp draw on the batteries.
