Ok I am just starting out doing DIY liquid and I've been reading quite a bit, but I can't find the answer to the one question I have right now..

I want to know if I can steep flavor in just a PG/VG mix to test and then add some nicotine later if I like it without having to steep it again to get everything all mixed up..

As an example I know RY4 is one that really needs steep time and I want to play with what percentage of flavoring I will need..

I want to take make 4 10ml bottles with vg/pg base and flavoring... and sample them.. Can I then add nicotine to them so that I dont have to throw away the liquid?

Not really a big deal, I am just curious if anyone else has tried this and what the results where..

There's nothing wrong with adding nic after the mix is made but just keep in mind when you add the nic, it will weaken your mix. Not only that, nic adds a slight flavor note of its own and therefore slightly alters your flavors. With that in mind, go ahead and give it a shot. If you aren't bothered by the change, it's a win, win for you. :)
