There are no batteries that support those ohm ranges safely.
.1 = 42a & 176.4w
.07 = 60a & 252w
The there is the accuracy of what you're using to measure resistance to take in account.
Most ohm / dvom / multi meters are only as accurate as .015 (rare) to .2 (common). <--- meaning that is the factor of inaccuracy.

Dude... That is not safe, at all. As Elvis said, there are no batteries, especially 18650's, that can safely handle what you are currently building at. Please stop and educate yourself on battery safety and ohms law.

I suggest that you buy a regulated box mod. I've seen some pretty insane clouds at 1.4Ω and 30W, and you're much safer.
