aluminum tank

I know people use aluminum to make the center tube for a ce2 tank but could you use aluminum for the outer tank as well ?

Don't see why not, but I don't know of anyone that has had those machined for general purchase. Regular cartos, after all, are Al tubes. The thing about tanks is most people want to see how much juice is in them, and a metal outer tube would not allow that. But sure, it is certainly possible.
