That top-o-matic reminded me of an idea I had. Those smaller, manual zigzag rolling machines, I thought one of them might be good for getting mesh wicks rolled really tight. Not sure how yours operates but I'm assuming similar. Have you ever tried rolling a wick in it?

It operates differently. tobacco is compressed and then forced into a premade cigarette tube. Extremely fast and cheap.

That's not a bad idea though. I'd be concerned with a cigarette roller having the necessary force to roll SS tightly though. Maybe someone who has one of the roller types can give it a whirl?
