I was only getting 0.2 amps
That doesn't make sense, no atty/carto will fire with only .2A/200mA.

Now I built another flashlight mod and I'm getting a solid 4 volts

If the battery was fully charged to 4.2V and you are getting 4V (no load) at the connector that's not good.

You need to provide some details, wire/construction/switch etc., and pics would help for someone to make a reasonable assessment.

Well I think it's the tester. I get no amps on my lavatube either.
It's a flashlight, 18650 battery, copper positive terminal wired to a madvapes horn switch to a madvapes 510 connector.
And it's showing solid 4 volts at the connector. But it actually fires a 3.2ohm atomizer. I will be using a 1.8 on this mod probably though.
Why do you say having 4 volts is an issue?

Using a meter with leads.

Testing for amps is not the same as voltage. You have to run one of the polarities threw the meter. For example take the positive wire going to the battery connector and cut it. hook boths end to the meter. One end to the red connector and one end to the black connector. Then if you use the amp setting you will get a correct reading.

Yeah, that got me the first time I tried measuring current on a mod  . Good thing it was with a NiMH mod, ended up shorting it out and heated/collapsed one of the battery springs. Everything still works on the mod, hard to kill a Puck mod :D.
