The following statement is a mix of facts from the article and my own opinion.
Since 2011 the Health Sciences Authority (HSA) has prosecuted 10 people for selling e-cigarettes and spent alot of money to keep people sick and start getting sick.

The tobacco (Control of Advertisement and Sales) Act prohibits the import, sale, distribution or offer for sale of any item designed to resemble a tobacco product in Singapore.
So I wonder if that applies to only 'cigalikes'? Box mods don't look like cigarettes, or even tobacco pipes. I wonder what these guys got busted for peddling.

I highly doubt any records can be totally 'wiped out' .. Especially computer records. Even PayPal transaction history. It's only a matter of how much the info is worth and how much resources the interested party is willing to spend to recover the data.
Does anyone think PayPal or Amazon or even FB will actually rejects a governments' 'request' for information?
