Another PTB question.

One question that has been bugging me that I can't seem to find reference to is the atty and PTB interaction.
Is the PTB filler supposed to actually be touching the bridge? Just short of touching it? Not even close to touching it?

It needs to touch it to wick the liquid down to the atty.
