Basically I think this article is just fodder to load into the 'disposables are a growing trash problem' thing, which to some extent I believe. First off, it looks like it's made out of metal instead of plastic, which as far as I know all disposables are. Second, it's in the side of the tire, not the 'bottom'. Was the driver doing donuts or something and slammed into a wall or curb? Whether or not that husk is (was) a disposable, I think a malicious somebody punctured a tire and stuck that thing in there. Or maybe the mechanic was bored, so he or she stuck a disposable skeleton in a tire that already had a hole in it, took a picture and now is sitting back to see the end result..
