ACTUALLY HAVE A TRUEEEE MAX CONTINUOUS DISCHARGE RATE? SONYS? EFEST? AND HOW CAN I ACTUALLY TEST OUT THE MCD ON ANY BATTERY, EITHER USING A VOLTAGE METER? IDK ANY SUGGESTIONS?

The big name brands like LG, Samsung, Sony, Panasonic, etc, publish reasonably accurate ratings and don't re-wrap other manufactrer's batts. AW is one company that re-wraps all their batts but they are known to be very dependable and sell high quality
batteries only.
The best way to make sure you get authentic instead of counterfeit
batteries is to only buy from known, good suppliers. This is my list of those:

Lighthound
Orbtronic
Battery Junction
I live in Canada too and I find Illumination Supply almost always has the best prices on batts and on shipping for us so I check them out first.
Testing max continuous discharge rates is not something that is done with a meter and is open to interpretation to some degree. It's not an exact science.
