is there a single retail store, in the state of NEW JERSEY, where I can walk in and buy a pack of cartomizers? ANYWHERE IN NJ AT ALL?

Yes, I think there are a couple. I think there's one in Freehold and one around Tuckerton. Don't ask me where.

Halo and nhaler are located in NJ but unfortunately, they don't have a store.

I don't know where in NJ you live, but I get stuff from nhaler the next day usually. He ships fast.

nhaler is very good I order from them but I was looking for a shop I could walk into any day and just buy in store rather than online....FINALLY FOUND ONE IN NEW JERSEY and I'm pretty sure its like the only one in NJ now because I've been looking for days and just found this one.... " 9 SOUTH ODDITIES " located in South Jersey in Tuckerton. bit of a drive for me about 35-40 min so I'll only be making that drive when I'm in desperate need of some juice/cartos etc. but I'm very very happy that there is a retail store in NJ I can go to if I'm in a jam and need something the same day.
