Are Laptop screws (aka Nylon-Coated Screws) ok for RBAs?

A small wire brush from a hobby store should work, just be sure you get it all off because it sounds like they are coated with thread lock.

Thank you for this, this worked, i chose the ones that looked more clumpy and together as opposed to smeared all over the place and i was able to chip them off with the tip of a xacto knife.

Maybe torch it off

torching was actually my first try, it melted but couldnt wipe off fast enough and when trying again it would burn and turn black and then cake aroun dthe screw making it nearly impossible to remove completely.

definitely chipping it off and falling off in pieces worked
