As a practical matter, how are customs on liquid calculated?

I'm wondering if it makes sense to import a lot of zero-nicotine flavoured liquid, on the assumption that customs will know not to apply a tobacco duty, while also importing a small amount of nicotine concentrate, on the assumption that they will, as a practical matter, charge the same duty on it they would to any regular eliquid? (assuming they catch it at all).

I used to do exactly that all the time fromm Madvapes. I'd get 2 x 10ml of 36mg and 1 x 50ml of 0mg and end up with 60ml-ish of some decent 11mg eliquid (some of the 0mg unused). Sent by USPS, the cheapest way... and I'd get a package like this sent every week. I'd make a note to Madvapes to clearly mark the contents because 20ml is exempt from the import tax. I've also ordered express packages much larger but never exceeded the 20ml of liquid that contains nicotine. So... as far as I know, they don't tax 0mg flavored PG/VG.

These days I order a ton of 36mg Menthol from Greenhouseone as base and mix it up with some Loranne's from ebay and 0mg PG/VG from Mistmall. I've thus far escaped the import tax by ordering a bunch of cartomizers in my GH1 package.

A bit disappointing Greenhouse one doesn't sell zero-nicotine flavoured liquid to go with the mixing liquid they do sell. Will just order 20ml of premixed and a clearomizer and see how it goes.

Would have liked to order from http://www.ecigonlineshop.com/ as vastly more selection, better prices, and cheaper shipping (~$1.50 to Korea!), but I can't process the payment through PalPal to have it shipped to Korea without a Korean issued credit card :(

How much do you guys normally pay customs if a package does get stopped? I had some eliquid held (200ml) with a value that worked out to ₩154,000. To get it delivered I was told I had to pay $30 for state tax and $107 for local tax. This equates to almost the exact value of the package,minus post. Is that just how it is now? Has anyone else been asked to pay this much?

Bronte, the only time that ever happened to me was when I ordered only e-liquid. My experience is here: http://www.e-cigarette-forum.com/forum/korea-forum/213733-importing-liquid-sucks.html - almost 2 years ago, so no, it isn't how things are now. But I find ordering assorted hardware helps to avoid the duty... this may be the sole reason I continue to use DCT's is just because GH1 has great liquid but not much in the way of hardware. Also, a few extra eGo batteries laying around. I'd rather pay out 30,000 for hardware I don't need than 100,000 won in customs.

Also, I don't use EMS anymore. The last 10 orders I've made with GH1 have all been post and they have all arrived safely in about a week. I think EMS is more likely to get inspected.
