In short (;)), no. That looks like rust coming through the wrap. The rule of thumb with batteries is if in doubt, just recycle it. batteries are cheap, burns are painful.
By the way that battery is does NOT have a 35 amp CDR. Get yourself a Samsung 25R, an LG HG2 or a Sony VTC4/5.

You can do better than use Efest batteries, anyway.

Efest does not make their own battery cells. They buy second and third bin cells from other manufacturers and re-wrap them as Efests. Then Efest advertises over-rated specifications to make them appear to be better batteries than they truly are.

Purple Efest Batteries: Not As Advertised

LG, Samsung, and Sony make their own cells and are a superior battery without having to advertise false specifications. Why pay more for a pretty purple wrapper that is an inferior battery?
