just bought some Samsung inr 25's put them in a trust fire tr-100 and 2 hours later I checked on them and they were fully charged but they were very warm I noticed the charger was warm, do I have bad batteries or a bad charger or is this normal?

I would echo Ocelot's advice about getting a decent charger. I use a Nitecore D4 (i-2's can be found for as little as $12). Although chargers are another thing that people like to argue over, so take my advice as you will.
I have a Nitecore too, but an earlier model. I quite liked it until it suddenly died. After I bought the Xtar it came back to life, but I don't trust it now.
I had an i-2 that died and came back to life, but I think it was because I tried charging about 5oz of beer in it.
Beer was still flat and the charger started blinking up a storm.
