Hey how do you get those banners at the bottom of your posts that say how long you've been smoke free and such

Click on one that you like and it will take you to the site to create one. Copy and paste it into your signature (profile settings).
ECF offers one in the tool bar at the top of the page if you want to check their out too.

Once you get over 15 posts (and after the next server refresh at :25 past the hour after that 15th post) you will have the ability to add a signature. You can find this option once it's available to you by clicking Settings at the top of the page 
For the quit counters, if there is an offsite one you like and see other people using, oftentimes you can click their banner and it will take you to the site where you can generate it. The locally-hosted ECF quit banners can be found at the top of the page. Click "Forum Actions" in the menu bar near the top of the page and then "generate sigbanner". This option might not be visible to you until you're eligible to have a signature, I'm not sure
