18650s like the VTC4 are designed to last about 300 charge/discharge cycles before they lose a significant amount of their capacity and their amp limit. If you stress the battery by exceeding the CDR on a regular basis then this can be significantly less.
What is your setup and how long have you had your VTC4?

if you need replacement there is a shop at SIM LIM selling the 18650 Samsungs.

This is in the basement of SLT, next to the escalator? I've been there. I didn't check the models but the old man there said they don't have anything that discharged over 10A.

Incidentally, the electronics component shops on the top floor are awesome: tools and kanthal.

just an evic vtc mini, about 4 months, about there...

What atomizer are you using on the Evic and what wattage do you usually run it at? Unless you have been hammering that cell, four months isn't very long. Bear in mind that the VTC4 has a 2100 mAh capacity, which isn't a lot.
If you really feel that the performance is dropping then just replace it, bear in mind that our perception of time is quite subjective. If you use your Evic under 60 watts then a Samsung 30Q or LG HG2 might be a better choice as these both have a 3000 mAh capacity.

TCR should be more efficient not less.
As I said it it may just be your perception of the cells performance, a bad cell, or something else like errant Martian radar beams. If you are really concerned, buy a Samsung or an LG as they better suit your watt range.
