How low one takes down a batt is more of a maintenance thing than a safety thing. Over discharge an imr batt, to often and it losses the ability to hold and maintain a charge. I don't like pulling a batt down lower than 3 volts, and prefer to swap out around 3.5 volts. Since there is no batt memory on imr's it doesn't hurt to charge them up prematurely.

I've heard people say that when charging a battery, to charge to 4.1 being for safety reasons, but what is the lowest on discharging one, I haven't heard anything about how long on said charge you can vape on. I usually charge mine when they get to 3.7. How low of a charge is still considered safe and what's recommended?

That type of re-charge scheme is about how I do as well. I have heard mention if you charge when reaching the 3.5 to 3.8V range kind of helps extend the life expectancy of the battery. But never, never drain a battery below 3V often, and if it goes below 2.4V you just about ruin the battery entirely.
