Battery's charger goes green and immediately back to red (topping charge?)

I have a new Vision Spinner 1300. The first few charges, the charger light went to green and stayed green when full.

Now, it goes to green, battery light flashes several times, and when it finishes flashing, the charger light immediately goes back to red. It's maybe like it goes back to a topping charge or something.

I've never seen a full charge not keep the charger's light steady green.

Is there a problem?

Do you have a multimeter so you can test the voltage immediately after the light turns green the first time?

I guess you would crank the voltage all the way up to test it.

Fully charged voltage should be somewhere between 4.1 but not over 4.3 Volts.

Remember that both the charger and the battery connections have to clean and dry.
