Some manufacturer's are known for low percentages; others for higher. Some DIYers choose to 'stay low' due to the fact that most flavors are PG based and they want to avoid PG (it's very drying/dehydrating and has a slight musty taste); others because of the chemicals. Then there's the fact that 'too much flavor' will diminish/alter flavor.
When the flavors are not free of chemicals with known inhalation risks (diacetyl, acetyl propylene or acetoin), then many DIYers that choose to use them anyway, use low percentages to lessen the possible risks of those.

If you haven't yet discovered it, FA has two separate lines...Kitchen Magic and their E-Cigarette line. Flavors in the E-Cigarette line are formulated and tested to be 100% free of diacetyl, acetyl propionyl & acetoin. Some of the flavors in the Kitchen Magic line contain them, but they are clearly noted. HOWEVER, not all resellers make any distinction between the two lines. So you'd need to go to the FA site to check.
FA flavors can be used at very low percentages, and the majority of their flavors are fan-
vaping-tastic. Their coconut is spot-on 'unsweetened coconut flesh'...no perfume, no chemical taste, no cloying-candy - just plain ole coconut.
If these 'inhalation risk chemicals' concern you, then you'll want to know there's only one other manufacturer that tests & reveals the 'inhalation risk' chemicals. That is TFA (The Flavorist Apprentice). Here's their
