the best i have tried is from vapoligy menthol with a lil ice in it and wow o wow it hits hard at 4volts but at 5volts it throws you back in your seat
This stuff is pretty good. I would also try the ultramint, salom mint, and nuport,

I'm in love with Hypermint from Blue Mist Vaping. What an awesome minty fresh flavor. I have (for now) a cig-look-a-like PV so can't really comment on what the TH will be when I get my Provari in a few weeks!

No menthol was ever strong enough for me, so I add my own menthol drops to just about anything. Easy to do and cheap.
I have found that all I can vape consistently is mint/menthol, so I'm always looking as well as a relative noob. So far I have found Menthol Mania from GotVapes to be my favorite. Great taste and awesome TH. I am also currently vaping Hypermint and Smooth from BMV. Hypermint is a bit stronger on the mint/menthol flavor, but Smooth is interesting and very tasty as well. The Menthol Mania is a bit expensive for me right now, so I only get it when I need other supplies, and am going strictly with the BMV juices as my staple. Next order will be the 2 above along with Peppermint and Vanilla Mint.
Good choice on the Vanilla Mint, it is my absolute favorite juice of the 12 or so that I've tried. So good.

In a menthol, you need to be specific what YOU are looking for. A sweet mint? A bitter mint? Cold effect menthol crystals? Dry tasting mint or juicy?

Vapor Bomb has Artic Ice with is just a smooth menthol, not a lot of obvious flavoring at all- just menthol. Maybe something like that? I got something called FA Bitter Wizard (at liberty Flights) I added that to a juice that was too sweet and it helped. I don't know how that would be to add to just a menthol juice.
Can you explain the flavor more? Is there anything that tastes like the flavor you're talking about? Any food or drink?
Right now I'm giving Virgin Vapors' Wintergreen a go...VERY dry, and I think a PG blend would get some more TH going. I also have her Mint Tingle, and I'll hit that after the wintergreen is gone. Menthol Mania is not dry at all, but it has got some serious chill going on...love it!
I did my own type of DIY ejuice. just mixed my menthol with cool mint then I leave it in the fridge for 10 mins then remove and Drip Drip Drip Vaaaape.
Update on my new juices...Virgin Vapor's Wintergreen and Mint Tingle...Wintergreen....meh not crazy about it. Mint Tingle...really want to like it, but it tastes a little like Pinesol...on to the next. I have some menthol tobacco and cinnemint from Vixen Vapors coming. Till then Menthol Mania is where it's at still...
I like Arctic Menthol from Johnson Creek. I'm using some 24mg right now in a CE2 at 4.2v; on my passthrough (5v), it's much stronger.
My favorite minty flavor is a tie, Mint and Creme De Menthe from Copper Creek.

Unless you like the taste of vicks vapor rub, there is no such thing as a "best menthol" in the ecig world. They are all unpleasantly vapor rub/medicine tasting.
If you do like vicks vapor rub menthol, try PureSmoke, they have a few different menthol blends. The Silver Leaf Menthol and Minthia are extremely potent (but for whatever reason, SLM seems to be more powerful).
