I'm afraid I couldn't tell you who the "best" ones are as everybody has different experiences. Quite a few of the UK ones will deliver to the EU or internationally, such as:

and probably a few others that I can't think of offhand. You'd also want to check their returns policies and guarantees, just in case. There are probably some in other EU countries too, but I wouldn't know who they are.
You might also want to look at the
General List of Suppliers topic to see which suppliers are in what country (although I think one or two might be out of date now), and at the
Supporting Suppliers forum for what countries they're in and what their feedback is like, or maybe to ask if they ship to your country.
