This is a flavor that I've been working on for a while. I love pipe aromatic tobaccos. Every time I walk past a tobacconist or cigar shop, it reminds me of the pipe tobacco that my grandpa used to puff on. Until recently, I haven't had the means to buy "high end" liquids, and I've always had a DIY mentality, so I haven't tried Pipe Sauce or any of those, yet. All the tobacco flavorings I've tried are lacking in some way. Many, IMO, have great notes and intriguing potential- I'm partial to turbosmog, dark vapure and Black Honey Tobacco- but anyone who's tried can tell you it's not quite right... So I made Black Shugga', which is a take on Black Honey Tobacco.
Note: all measurements are in parts. One Part = 1 Drop is about enough to make a 10 mil bottle at 15-20% flavor strength. The way I make flavors when I'm done experimenting with them is to make flavor blends first, then I mix large quantity flavor/nic juice and let it steep altogether, which is why I give parts, not quantities or percentages for the recipe itself. Unless otherwise stated, flavors are Flavor/Perfumer's Apprentice.

I mix this, typically, at 10% flavoring to 90% juice. My PG/VG ratio is 25/75 respectively, up to 100%VG, and it tastes good in that spectrum. I have no clue about heavier PG mixes. My nic levels vary as well- from 2mg to 12mg, lately. The only benefit to lower nic, flavor-wise, is the lack of throat hit. Steep time is a minimum of 3 days, but it's still rough at that point. A solid week is OK, but it's really best after a month, and I'll get to why.
* The Captain Black that I use is real Captain Black, not the Captain Black-Type (not sure who makes it). I haven't tried the CB-Type flavoring, so I don't know how it would hold up. I take a whole pouch of Captain Black "Black Cavendish and Mellowed Burleys" (the white pouch) and pop it in the freezer overnight. The next day, I take a 1 pint jar, add the pouch (1.5 oz) and add 500ml of VG on top, followed by an additional 5ml of clear, drinkable grain alcohol. Sugar Cane or Everclear are best in my opinion. The alcohol helps to draw some of the flavor out, and thins the VG some. I agitate it for 15 minutes, then set it in a dark, cool place for about a month. At the end of that wait, I strain through two coffee filters. the flavor left is divine in its own right, but works best, IMO, bringing a lot of what is lacking in artificial tobacco flavorings. I store the finished product in brown glass and add ~1ml of "AAA" Magic Mask. There is some nicotine carried over in this process, but it comes to less than 2mg/ml. If that much variance in your nic levels is important, adjust accordingly.
