After several burnt cartos and learning the hard way this is what I found works best for me.

I put a round toothpick in the center airhole on top of the carto barely applying any pressure. This helps to prevent my liquid from dripping down the bottom of the airhole and down the connector.

For the Boge f16 and f17 which both use an "XL" size or 45mm long carto I put a minimum of 20-25 drops of liquid in it. You may have to put 10 drops at a time so the juice does not overflow out of the top of the carto. For the regular size (35 mm) cartos I do 15-20 drops. This process can take up to 30 minutes so be patient and try to plan ahead. The reason it is important to count the drops is so that you know that you've properly saturated your filler material. This is much better than using a visual method and saying "ok the filler looks wet enough" because you can get that look without saturating the entire filler material. Counting the drops will ensure that all of it is wet.

Once you've put your required number of drops in the carto and let it soak for a little while put it on a device at low power and take a couple of really quick hits to make sure it's filled properly. This will save you the heartache of putting it into a tank and filling it with juice before finding out you did not prepare your carto properly or you have a defective carto. Once you've verified the carto is good to go install it in your tank and fill with juice. Take a few primar pulls and enjoy your vape :).

Again this is just what works for ME. If it works well for you too then I am happy I could help. I am sure though that there are many different methods preferred by other folks.

Edit:

I forgot to mention that if you've burnt your carto then toss it. If you did as I stated and just did a really quick hit to test it then it is still salvageable most of the time. If you've already taken a nice long burnt hit on one time to toss it and not waste your time.

OK. So I got more cartos in the mail on Sat. I went with the old reliable Sahara from Apollo. I slid it in the tank, put the toothpick in, and started filling, then filled it, until it was obviously not taking in more. I slid it up, sealing the tank and blew out any in the middle. Then I filled the tank, and resealed it taking some dry hits. No bubbles, all I tasted was the juice. Then I began the puffing with power. OMG- I was blown away at the amount of vapor!
Of course, not wanting to much of a good thing, I then proceeded to top it off with a mix of cinnamon/ Sahara mix and shattered the tank.

just ordered an F16 and F17 yesterday from DV, along with extra cartos. very excited to finally try out carto tanks!

thanks for the info in this thread!

my curiosity now is *why* some carto-tank setups cost waaaayy more than others.. (I love Volcano, but tube tank $$, really?)- couldn't believe I got everything I needed including replacements for less than just one tube tank and carto!

Grats mtw4shore. glad you finally had a good carto tank experience. 1 thing though. I would highly recommend that you start counting the number of drops that you put into the carto. for the F16/F17 size cartos you should be putting around 20-25 drops in there at least. It is not always reliable to go by just looking at the carto. It is possible to put only 10 drops in the carto and have it pool up at the top while the bottom of the carto is bone dry. The only way you will know for sure if the liquid made it to the bottom is that if you put in the required number of drops and there is no pooling at the top.

I will count the drops. I WILL listen to others advice.
LoL sorry if I am coming across as pushy. I just wanted to express how valuable it has been for me personally to count the drops. If you find that something else works better for you then please feel free to do that.

Just to make it clear this is just for new cartos. Refills should not need any counting shenanigans.

Allow me to burst your bubble: How much is a drop? Are all drops equal?

20 drops = 1 +/- 0.2 mL. So one drop is 0.05 +/- 0.01 mL. Nah, just kidding. Sounds legit though. Maybe pretty close, but will vary a lot depending on dripper type and how quickly you drip, how shaky your hand is, etc. You can calculate the stable droplet size in the atmosphere based on the surface tension of the liquid, our drop size is related to that but it is not exactly the same.

What is the difference between the f16 and 17?

F15 = 2.5 mL
F16 = 5 mL
F17 = 3.5 mL

Pretty sure its the same carto though. Kind of a weird naming convention, but I assume it is the order they were released on the market. Something like "the F15 is too small!", so the F16 came out, then "the F16 is too big!". Then the baby bear "F17 is juuuuust right". Thank you, China.
