So why will a 1.5 ohm carto burn at around four volts and a 1.3 ohm coil in a rba won't? Is it beacause the wick is more heat resistant and the poly fill isn't? Also how would you make a low res coil with 32 gauge kanthal?

Not sure about your first two questions (a few things can factor into why a part failed), but to make a low res coil with 32 guage kanthal you just use a shorter piece and don't wrap it as many times. The coil resistance is directly related to the length of the piece of wire.
