If you have a little Japanese knowledge, or has a friend who can speak a little Japanese, its very easy.
For PG/VG,menthol:
1. Get the full name of the chemical in English, for example: PG = Propylene Glycol
2. Put this into google translate, Translate into Japanese, copy to clipboard
3. Go to amazon.co.jp, put into search box, and search.
PG - about 2205 yen for 500ml - may last you a year

Nicotine can't be bought in Japan - Japan Tobacco (JT) - closely works with the government to make sure it stays that way
The best way to get nicotine - is to import it from the US. I won't say where I get mine, but when it goes through customs it is not labelled as nicotine - you can contact various suppliers by email and ask them
