buying ejuice ..% or mg ?

Some places state nic content in mg's and others in percentages.
i like about 18 mg's so far. But i found a site , called ejuiceejuice.com and they state everything in percentages, with 3% being the most.

Is there a formula that can tell me what I'm looking for, or is there something I'm missing here ?

It was explained to me that usually when they refer to mg that is a percentage. So 18 mg is 1.8 percent and 3 percent would be 30mg. I could be wrong though.

1 mililiter has 1000 miligrams. So 1.8% of 1000 is 18mg.
Just add a zero to the percentage and you have the nic level in mg. For example 2.4% is 24mg.
