first of all I want a list of all people and their items that didnt get refuned from Cam and they didnt order from esmoke guru yet. That way I will be able to know what parts I have to keep in my house and send them to my sellers after Cam refund those people.
Second, I searched and I found a paypal-man answering to a person that wanted to open a case after 45 days of its purchase:

I am really sorry to hear about what has happened here.
Thankfully, your son is ok and I will answer your question as best I can in regards to our policies.
I fully understand that you have paid for this item over 45 days and when the item was opened, it was very dangerous so you should at least open a dispute on this item
through your account. When you open the case, it will go in to a deferred status as the dispute is outside the 45 day timeframe.
I genuinely understand that you are very inconvenienced as we are unable to dispute the transaction but if we were to open the dispute after the 45 day timeframe, we would be breaching our own policies and we would need to investigate all cases that were filed after the 45 day timeframe.
This case will be noted on your sellers account for up to 6 months, in which if there is more disputes filed against them in this timeframe, we may be in a position to investigate all disputes as there will have been a lot of people affected by their sales.
In the mean time, you should check your transaction on PayPal in order to see what funding option was used in order to see if you have protection on your purchase. You may also wish to contact your local Citizen's Advice Bureau and your local police in order to determine if there is anything more that they can do in order to assist you.
