Camera charger to use in 18650 battery to charge???

Hi I see on my camera charger that the input and output is the same as my 18650 charger.. But the problem is there is a 3 Sign on the camera charger this is the sign - T + beside the - is the T and the positive is far away a little bit. I open the camera charger and put a wire on the - + then put it on my 18650 left it about 30 mins to 1 hr. Then I check the battery again with multimeter but the reading is the same before I charger. What seems to be the problem?? I think the T sign that beside on the - sign is the problem thats why I cannot get electricity to charge my battery.. I dont just my thought, Anyone here can help me out I want to vape more.. Because my charger is busted and im here in middle east there is no shops here that sells 18650 charger I need to order it online but thats 1 month to arrive. All the charger I see here is AA/AAA charger that's it.. Any help will appreciate thanks..
