Can i use this chip for a 5v mod?

You could use it. 5V is 5V.

But I see that the Iout Max is 1.5A. That won't be enough current unless you use attys with more than 3.3 ohm resistance. You need at least 2A output with anything less than 3 ohms and more than 2.5 ohms. A 3A output would be even better that's what I use with my 2.2 ohm 510 attys they pull somewhere between 2.3A to 2.5A of current.

If you are willing to make your own atty, why not make one that can work with your battery configuration without using a regulator?
Using Ohm's Law V=IR and P=VI you can find out how many ohm your atty has to be.

For an example if you don't want to have more than 10W of power start at a full battery charge of 8.4v.
P/V=I
10W / 8.4v = 1.2A

V/I=R
8.4v / 1.2A = 7ohms

After the battery drops to normal mode it would be down to 8.6W.
VI=P
7.2 * 1.2 = 8.6W

Granted 7 Ohms is pretty high, I don't know if that would even fit in an atty; but if I had the wire I would just have to try it so that I don't have to mess with regulators.
