Can someone explain thinning/steeping?

I'm seriously trying to read up this stuff, but if someone can link me or...

my question is....I've come accross people saying they had to "steep" the e-liquid for a week. What is that and how do you do that?

also I'm on a e-liquid site it stated you had to thin the liquid out if you got double flavor. How do you thin liquid out?

To steep is just to let it sit so the flavors meld. You can thin out w/ water or vodka or PGA. I just use water.

Possibility they are talking about just allowing the e-liquid sit for a week and the taste improves. There are some flavors that are said to get better with a little time and shaking the bottle for a few days. If you don't like a juice at first, hold on to it and try it again in a week.

Not sure with the next question. Maybe they are talking about the flavor being a bit too much and they add glycerine, pg or vg in order to tone down the flavor.
