Target is 70/30 pg/vg @ 24mg for 60ml with 25% 100 pg flavor. The nicotine base is 50/50 @ 48mg...Ok the question is according to this calculator it shows minus 3ml for PG dilutant ....to me no need to add any PG and subtract 3 from the base...makes no sense to me...?

Seems your basing your calculations on 100% pg nic base. Your PG based flavoring is additive to the total base solution. So your PG ratio is exceeding the final 70/30 base ratio. Increase your base ratio to 75/25 and it will work. If your using 50/50 NIC base it should work at 70/30.

I'm a newbie at this, but trying to pull in some of my experience as an RN and drug mixing here.

Total Volume desired = 60 ml
Nic concentration desired = 24 mg/ml
Nic available = 48 mg/ml

Pg/vg + flavor = 50% of total volume = 30 ml. If you add 30 ml of the 48 mg/ml you will have a solution that is total volume of 60 ml and nic concentration will be 24 mg/ml.

Don't take this to the bank. I hope others chime in soon.

Yes, you say that, but it appears you told the calculator something different:

Nicotine juice 48 mg (100% PG)

and with the other parameters given you can't get a 70:30 blend (75:25 would be the closest) which is what the calculator is trying to tell you (you'd have to magically use -3ml PG to get your target).

If you really do have 50:50 nicbase then you want:

30ml of 50:50 48mg nic base
15ml of PG flavoring
12ml of plain PG
3ml of plain VG

for a 60ml 24mg 70:30 final mix with 25% PG flavoring.

It should work then but you list "Nicotine juice 48 mg (100% PG)". Are you using the e-juice me up calculator? If so then set the NIC to 50/50
OH shoot I just saw that, how it copied 100 pg is a mystery, supposed to be 50/50

Negatives in any part of a recipe tells you that something about the recipe is NOT possible.. ie nic ratio or PG/VG ratio or flavor ratio. They typically default to the nic %, so what the negitive says that in order to maintain that dosage you would need to remove some ingredients. And since you cant remove ingredients and still maintain the other ratios, you need to adjust the recipe so that all ingredients are positive.
