FYI - My local pharmacies (Kroger, CVS) would give me 2 or 3 1mL syringes, for the asking. I would have bought them, but they're pretty friendly-folksy around here, and I got the impression they had hundreds of them behind the counter, probably for mixing children's medicine. They weren't luer-lock, but you could press-fit a blunt needle on the end. Good in a pinch.

Piece of cake, C. Ya puts in the batteries, ya hits the powah. It should come up with "g" for grams on the display; if not, hit the "M" (for Mode) button to cycle through the metric settings. It'll have a little instruction sheet.

Put your empty bottle on there (with the smaller-lipped plastic tray to protect the scale surface), then hit the "T" (for Tare) button to zero the weight again. Add some drops of ingredient #1 and watch the hundredths stack up. Most flavors weigh in the neighborhood of 0.02g per drop, give or take. The scale will lag a little, so go slow when you're getting close and wait for it to settle. For PG and VG, you can squirt most of the volume and switch to drops as you approach the end-weight. Hit "T" again when you're ready to switch to ingredient #2, and so on.

Both the ELR and ATF websites will show recipes in grams per ingredient. I'm sure many calculator apps do too.

P.S. If you want to calibrate the scale every so often, you'll need a 500g calibration weight. Amazon has those too. The instructions tell you how (hint: it's a cinch). Nice to have, but not strictly necessary.
