Can user turn off animations?

I wondered about this myself TB...
Are the forums (servers) resources affected by smilies and/or videos in any way?

Are you talking about the animated icons people are using in their signatures/posts? If so, there's nothing I can do about that since they are being linked externally.
I have disabled animated images from the forum's server, so users cannot have them hosted here, but if they chose to link from an external source, that gets bypassed.
However, you can stop your browser from animating the images at all.....
If you are using internet explorer, go to tools>internet options>advanced, scroll down until you find the "multimedia" section and uncheck the "play animations in webpages" box.
Changing things in Firefox is a bit riskier since you have to go into the main configuration file - so do this at your own risk, and do it carefully:
# In a new tab type about:config in the address bar and press enter
# In the filter field type animation
# In the results listed double-click on image.animation_mode
# In the pop-up box type in one of the following:
* none will prevent image animation
* normal (default) will allow it to play over and over

I know YouTube put a stop to external linking, I always thought it was due to server resources. I like the ability myself, but I can see how it would become an unwelcome distraction for others.
Hi Cage, external links have no impact on the server. Most corporate sites either disallow external links or add a warning to them for legal reasons.

My concern is that we don't bog the server down with our fun and games.
Would gladly sacrifice the bells and whistles if it means more folks can have a good experience here.
