Hardware is a benign entity..meaning that batteries, attys, etc are not NICOTINE DELIVERY devices on their own, only if nicotine liquid is in the package.
That said, CANADA CUSTOMS can do whatever the heck they want. I don't know of anyone who has had parts only held though.
I haven't had any issues so far with ordering equipment or liquids. Though I've only ordered from a few different places in the states only so I can't really speak for all orders. I can't see any issues with the hardware itself because it's not restricted by any means and the nicotine in the liquids is the controlled substance. (if you've ordered liquid with nicotine. If not then you have no worries at all)
I did notice that a few of the US vendors I've ordered from label the liquid as some type of common oil or flavouring so this might be how some find a way to get through. I know the FDA and Health Canada want to restrict it but I can't see them winning that battle for very much longer with the growing popularity and the acceptance of it in other countries.

chainsofnic I ordered juices from clouds of vapor, tasty vapor, and ecigarettescanada.com so far and received those orders. I have orders from Halocigs.com and liberty flights on order so I'll let you know if those come in
