Cannot apply for job

I am attempting to apply for a job through ECF, but I keep getting an error message saying "this file type is not permitted for security reasons." I've changed my resume and cover letter to doc files, which it says are supported, but I'm still getting the message and I can't apply.

The poster asks applicants to email him also, but no email is listed. So as far as I can tell the only way I can apply is through this posting.
