Hi Jackie. I've only been vaping for about a month, so I'm far from an expert, but have you tried tightening or replacing your atomizer coil? I have a Kanger mT3 tank and after about five days, I noticed that it was not working like it had in the beginning. Still I kept sucking on it (harder and harder), trying to get a better hit. Turned out that I needed to replace the coil (the little head at the bottom of my tank). I also found, once, that my coil head had worked itself loose (how did that happen?). Simply tightening it solved that problem. What a difference that made! I don't know if your tank is similar to mine, but hopefully this helps.

Also, sometimes you will see a few tiny bits of liquid on the battery--I just make it a habit of using a tissue to wipe off/soak off this liquid whenever I'm changing the battery or the tank. I don't know if it impacts vapor production or not, but I'm of the opinion that liquid doesn't mix well with electronics, so...

One last thing, does you VP gurgle when you draw on it?

Well, since I'm not familiar with your tank (I don't have much of a clue about these e-cigs either!) I'm not sure what you mean about the "white thning," but I would guess that that is your wick. The wick soaks up the liquid and draws it into the atomizer/coil which heats and changes the liquid to vapor. Looking for a few minutes online, I see that the CE4 is a top-drawing tank, so much of what I wrote before probably is not of much help. I do see, however, that your mouthpiece is removable. Perhaps unscrewing it and re-screwing it might help re-seal the tank?

Here are a few videos that might help:
How to Fill Your CE4 Clearomizer: How to Fill Your CE4 Clearomizer - YouTube
Review: Vision eGo Clearomiser / CE4 review from Juicycigs.co.uk - YouTube
Rebuilding Your CE4 Clearomizer: Rebuilding standard CE4 Clearomizer - YouTube

If these don't help, you might take it to the shop where you bought it (or any vape shop, for that matter). Most stores really do want to help people (and if they do, be sure to buy some liquid in return). I'm sure, too, that many of the more knowledgeable folks here can also provide better assistance than I.

Where is it leaking? Is it leaking on the the outside of the battery or is it leaking on the battery contact? If it's on the battery contact it might be that some eliquid has gotten down into the center post. This would affect performance as well as cause leaking. I'm not entirely familiar with your specific tank but with other top coil tanks if the mouth piece is not making a good seal against the atomizer head (the white piece with the coil & wicks) then juice can get into the center post this way & cause problems.
