There is juice in those cart's. The 2 high are probably around 24 mg, med. about 18, low 12 or 6, and no doesn't have nic. You can either vape them or take the filler out and squeeze out the juice between a few layers of paper towel, put the filler back in and refill them with your own juice. The juice that comes in those prefilled cart's is usually pretty nasty but vapable. You might want to vape it so you can tell what nic level you need to use though.

The high, med, low refers to the nicotine level in each cartridge. There should be no need to add liquid if they're new and wet, though they won't last very long (retailers say a cart = 1 pack of cigs, 1 cart is more like 3-4 cigs depending on your smoking habit).

The nic level is determined in milligrams per milliliter. Adding more juice won't add to the net nicotine level, per say. If you've got a bottle of high nic juice (18+ mg) and you add that to a mostly empty "low" cart, you won't go past 18mg.
