Yes, it does that because it's in that 'in between' stage...where it's not charged, but it's getting there! lol!

Edited to add: What you have to be wary of is a battery that's getting hot while it charges. If a battery is getting hot while on the charger, you need to take it off then!

If you are talking about the little green flash that occurs periodically while the battery is charging, that's a short period of time where the charger switches to voltage check mode to determine the charge level of the battery, then it switches back to charge mode. The green voltage check is only a small fraction of a second. Chargin is mostly a constant red light, but with a short green flash at intervals.
