I have the IPV D2 but never used the charger. I bought a Nitecore Digichager to charge the batteries in. I don't like charging stuff on computers and didn't feel like hunting down a proper wall adapter. Switching the batteries isn't hard on this mod so I see no point in letting it sit for 3 or 4 hours to charge. Just get a couple of extra batteries and switch 'em out.

As far as using the wrong adapter, as you mentioned, it will work but could kill the batteries over the long run.

I just got to Ipv d2 I was wondering if you can charge it using the usb cable provided with a phone charger wall adapter, or there is anyone out there that has done so....mine is a 5 volt 0.7 amp I see it calls for 1 amp I figure it would work but just charge slower?
Yes, that charger wiil work just fine..because I live in a dusty environment I leave the silicon sleeve on and USB charging is quite convenient ...I've been charging my D2 this way now for about 3mos with no issues at all...fully charges under two hrs using a Motorola 5v wall charger at 1A...also saves scratching off the paint from sliding that batt door off and on over time..
