Personally, I would recommend spending a few more dollars for a Spinner. You have a LOT more control over the voltage. If that isn't an issue for you then it's a good kit. The website has conflicting information, but it seems you only have three voltage choices. The spinner is a lot easier to change voltage and you have a larger range (3.3v-4.8v) with more than three settings.
On the CE4, I'm not a big fan, But I have heard some people like them.

I was recommended a £7 ego blister pack by someone on Mum's net, but thought the site (paradise vape) looked dodgy and the price was too low to trust. I ended up paying more for very similar from a very highly regarded UK vendor (vapeescape.) It turns out, I could have bought the cheap one and that many people recommend them to the curious. Paradise Vape may have an atrocious site, but they're good people and the kit is fine. It really is enough to just try and see if vaping is for you.

since then, I started a thread on mumsnet (probably the biggest UK forum) and recommended the £7 kit. The thread is now nearly 400 posts long, and they have sold out of the kits! People are posting "Mine arrived today... I love it!"

So, I think they're fantastic for the purposes of evangelization.
