dont be out off by the "cheap" factor.. here is probable the best USB portable charger money can buy.. i have a couple of these as well...

they will not not directly power an e cig.. the cheap ones will...

DealExtreme: $51.40 Mobile Power Rechargeable Emergency USB Battery/Charger (5400mAh)

ps... yours is a similar thing vince.. the missing fly lead wont matter.. its not for charging.. u pop already charged metal hydrides in them... most folks have them...

they are very simple AA sized battery holders.. they do exactly what the PC USB soecket does.. provide a five volt-ish power supply..

Poundland are selling a similar AAA version for, wait for it, YES a POUND :)

Powers a usb passthrough no problem and the non-rechargable batteries seem to last for ages. Buy a pack of 12 in the same shop for £1.

yep... the best batteries would be rechargeable AA NIMH cells of around 2500 mah.. these should give two days e smoking from one charge..

when u dont mind "wires" it all gets easy...

AAA sized ones would just have less run time but be smaller..

Here is one I've been looking at, Battery holder: AA x 4 with USB interface connector, power switch and Belt clip - USBPS

I think your's is better, It has the usb I assume is for charging.
Although you can buy a separate charger for it.

Hey Vince, this is the one I got. It works great and uses any rechargable AA, or even disposables. It's a bit smaller than the APC unit and a lot less expensive, but weighs a little more due to the battery weight. I just used clear packing tape to hold on the wire and e-cig. My cheap and not so pretty JantyStick knock off.

Vince, just to be clear the one I got is the same one your link refers to. I bought two of them, only $14.99 including shipping. They arrived fast by UPS delivery. It works just as well as the APC unit, so far. It just has an off-on switch, it won't cut off after 15 minutes like the APC unit does. Although you have to remove the batterys for recharging in a separate charger, it's not that much of an inconvenience. The APC units battery is not removable, it just has a separate plug in recharger. So at only $7.50 each, I think they are one of the best bangs for the buck. I'm using RadioShack nickel metal hydride rechargable batterys & the charge lasts me a good two+ days.
